UPS and FedEx holiday surcharges begin with bulky U.S. parcels

Holiday parcel surcharges have begun at UPS and FedEx, but the first cost increase does not hit every U.S. package equally.

Carrier schedules available October 1 show UPS demand surcharges for U.S. domestic packages requiring Additional Handling, Large Package Surcharge, or Over Maximum Limits from September 27, 2026, through January 16, 2027. FedEx lists similar demand fees for U.S. Package Services and FedEx International Ground shipments beginning September 28 and running through January 17, 2027.

The core holiday peak is the expensive period in both schedules. UPS’s higher rate window runs November 22 through December 26. FedEx’s comparable window runs November 23 through December 27.

The carrier categories are not identical, so the rows below should be read as similar cost areas rather than matched fee definitions. Amounts are carrier-listed U.S. dollar charges per package.

Both carriers list lower post-peak amounts after the core holiday window. UPS’s post-peak period runs December 27 through January 16, while FedEx’s runs December 28 through January 17.

UPS also lists Surge Emergency Fees for certain international services beginning September 27, including a $0.50 fee for UPS Standard shipments from the United States to Canada or Mexico, and a $0.50-per-pound fee for UPS Worldwide Economy DDP and DDU shipments originating in the United States.

Broader per-package fees start in late October

UPS lists demand surcharges for UPS Ground Saver, UPS Ground Residential, UPS Next Day Air, and other UPS Air packages beginning October 25. FedEx lists demand surcharges for several overnight, 2Day, Express Saver, Ground Residential, Home Delivery Residential, and Ground Economy services beginning October 26.

The small-parcel fees look modest per shipment, but they can matter for low-margin products, free-shipping thresholds, and marketplaces where sellers may have limited room to adjust shipping charges after a listing or promotion is live.

High-volume shippers face separate volume-based formulas

UPS says customers billed for more than 20,000 packages during any week after October 2025 fall under higher-volume shipper tables for certain Ground Saver, Ground Residential, Air Residential, and Air Commercial packages. The charge is based on weekly service-level volume as a percentage of a baseline. UPS defines that baseline primarily as the customer’s average weekly volume for the applicable service level from May 31 through June 27, 2026, with a lower August 30 through September 26 baseline used when that later period is less than 80% of the earlier average.

FedEx says enterprise-level customers that ship more than 20,000 residential and FedEx Ground Economy packages during a calculation week can face a separate Demand—Residential Delivery Charge. FedEx bases the charge on a peaking factor compared with average weekly residential and Ground Economy volume from June 1 through June 28, 2026, then applies the fee two weeks later.

At the highest listed peaking tier, both carriers’ schedules can reach $8.00 per package for ground residential categories and $9.35 per package for certain residential air or express services.

USPS price changes add another October date

The September UPS and FedEx start dates are not the only seasonal parcel pricing change. USPS Postal Explorer lists a time-limited 2026 price change starting October 4 and ending January 17, 2027. The Postal Service said the temporary adjustment affects Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select, with no other products or services affected in its August announcement.

The Federal Register notice states the USPS changes represent 6.0% average increases for Priority Mail Express, Priority Mail, and USPS Ground Advantage. Parcel Select prices rise 6.0% overall, with different percentages across weight classes.

Packaging accuracy is now a margin issue

Accurate dimensions, confirmed service levels, rate-card checks inside shipping software, and early review of free-shipping thresholds can reduce surprises, especially for retailers selling bulky products or promoting holiday bundles.

Carrier schedules also leave room for change. UPS says demand surcharge periods may be extended or changed, and FedEx tells customers to check its demand surcharge page for U.S. international updates throughout the holiday season. Businesses relying on UPS, FedEx, USPS, or third-party label platforms should check live rates before committing holiday margins.
