Shopify begins calculating tax on return shipping fees for U.S. orders

Return shipping fees on eligible U.S. orders now have tax calculated automatically in Shopify. The company says the change took effect October 23, 2026, and warns merchants that existing manual workarounds could count the tax twice.

According to Shopify’s Help Center, the update covers orders shipped to U.S. addresses on stores using Shopify Tax or Tax Platform. Tax applies when the return shipping fee is taxable in the jurisdiction the order was shipped to.

The fee is the amount a merchant charges a customer for return shipping. Shopify’s community announcement excludes restocking fees, handling fees, and returns without a return shipping charge from this update.

The Help Center also excludes tax-exempt orders and stores using other tax services, including Basic Tax and Manual Tax. Orders shipped outside the United States are outside the rollout.

Existing shipping tax settings still apply. Shopify says that if shipping is configured as untaxed in a state, return shipping fees remain untaxed there.

For a Canadian merchant selling to U.S. customers, the practical check is the order’s shipping destination and the store’s tax service. Orders shipped within Canada aren’t covered by this change.

Review any manual tax workaround

Shopify says no action is required if a merchant doesn’t already use a manual workaround for tax on return shipping fees. Its warning targets businesses that separately calculate, collect, import, or reconcile that tax.

Check any spreadsheet or custom app that adds a separate tax adjustment to your returns. Once Shopify includes the tax, repeating that adjustment can overstate a customer charge or your accounting totals.

Update the step that duplicates Shopify’s calculation. Keep any work still needed for transactions outside this rollout.

The estimated tax can differ from the final amount

Shopify’s announcement says merchants see an estimated tax amount when creating a return. The final amount is recorded when the return is processed and flows into tax reports automatically.

The company’s October 1 developer update explains why the two amounts can differ. The tax provider may return a different calculation when the merchant processes the return.

Shopify’s GraphQL Admin API now provides both amounts to app developers, starting with version 2026-10. Its guidance tells developers to reconcile the tax charged using the finalized amount.

If you use a returns app or a custom accounting connection, ask its provider whether reconciliation uses the finalized tax amount. Access to the new API fields doesn’t confirm that your installed integration uses them correctly.

Make refund explanations match the calculation

Shopify’s return-processing guidance says tax on a return shipping fee is included in the return’s total tax. That can reduce the amount a customer receives back when the return results in a refund.

Support staff should be able to distinguish tax on the return shipping charge from tax refunded on the returned merchandise. A customer looking at the total may not see why it differs from a previous return.

Review your return policy and saved customer-service replies so they describe applicable charges consistently. Check wording from Shopify’s automated policy tools too, especially if a separate returns app provides the refund estimate customers see.

Start with one processed, taxable U.S. return. Compare its final return shipping tax with your accounting entry and the explanation sent to the customer before the next reconciliation.

Frequently asked questions

Does this apply to every Shopify store?

No. Shopify limits the update to Shopify Tax and Tax Platform, for orders shipped to U.S. addresses where the fee is taxable. Basic Tax, Manual Tax, and tax-exempt orders are excluded.

Does the update cover orders shipped to Canada?

No. This rollout covers orders shipped to U.S. addresses. Canadian merchants selling into the United States should check which tax service their store uses for those orders.

Does Shopify now require merchants to charge for return shipping?

No. Shopify’s return rules still allow free return shipping. This update calculates applicable tax on a return shipping fee a merchant charges; returns without that fee are excluded.

Do I need to enable the calculation?

Shopify says no action is required unless you use a manual workaround for this tax. If you do, review it for duplicated calculation, collection, or reporting.
