Marketers in five more countries can now run ads in ChatGPT

OpenAI launched ChatGPT Ads in the United Kingdom, Mexico, Brazil, Japan, and South Korea on August 11, 2026. Combined with earlier launches in the United States, Canada, Australia, and New Zealand, ChatGPT Ads Manager is now available in nine countries.

OpenAI still describes ChatGPT Ads as an early-stage beta. But advertisers now have self-serve campaign tools, CPC and conversion-focused bidding, conversion tracking, and partnerships with major agencies and ad-tech companies.

For businesses, the question is now practical: Is ChatGPT worth adding to the paid acquisition mix?

ChatGPT Ads has expanded quickly since its U.S. launch

OpenAI began testing ads in the United States in February 2026 before expanding into Canada, Australia, and New Zealand.

The August 11 rollout adds five more markets roughly six months after the original U.S. pilot.

For Canadian advertisers, eligibility hasn’t changed because Canada was already part of an earlier expansion. The bigger signal is how quickly OpenAI is widening access to the platform.

Earlier this year, OpenAI’s ad business was already showing momentum, with ChatGPT Ads reportedly generating $100 million in six weeks.

OpenAI says it plans to continue expanding into more markets this year.

Advertisers can now manage campaigns themselves

OpenAI initially launched ChatGPT Ads with a small group of advertisers.

It has since introduced a beta self-serve Ads Manager, allowing businesses to register, add payment information, set budgets and bids, upload ads, launch campaigns, and monitor performance.

Advertisers can currently choose from three campaign objectives.

CPM campaigns optimize for reach and awareness, with advertisers paying per 1,000 impressions.

CPC campaigns optimize for traffic and engagement, with advertisers paying per valid click.

oCPC campaigns also charge per valid click but optimize delivery toward a specific tracked conversion after the click.

Advertisers can target supported countries and choose where campaigns appear across ChatGPT’s web, iOS, and Android platforms.

Ads Manager reporting includes impressions, clicks, spend, click-through rate, average CPC, average CPM, and conversions. OpenAI also supports conversion measurement to track what happens after someone clicks an ad.

The company has partnered with agencies including Dentsu, Omnicom, Publicis, and WPP, along with advertising technology companies such as Adobe, Criteo, Kargo, Pacvue, and StackAdapt.

ChatGPT Ads is still early, but businesses now have many of the core tools they expect from a paid advertising platform.

ChatGPT targeting isn’t the same as Google Search

The key difference from Google Search is how ads are matched to users.

A Google Search advertiser might target a keyword such as “best accounting software” or “business web hosting.” Google is also putting ads inside AI search answers, making conversational and AI-driven ad placements a broader shift rather than something happening only inside ChatGPT.

But inside ChatGPT, the conversation itself becomes part of the signal.

A user might be comparing software, researching products, evaluating services, planning a purchase, or trying to solve a business problem.

OpenAI says its ad system considers the context and intent of the current conversation, along with the advertiser’s landing page, title, ad copy, targeting selections, and advertiser-provided context hints.

When ad personalization is enabled, OpenAI says it may also use select signals from a user’s broader ChatGPT experience to determine which ads are relevant.

Advertisers can use context hints to describe conversations, topics, or keywords where their offer may be relevant.But they don’t work like traditional search keywords. OpenAI says context hints aren’t exact-match keywords and don’t guarantee placement in a specific conversation.

Bidding also affects delivery. OpenAI uses a relevance-weighted, second-price auction, meaning the highest bidder doesn’t automatically win. The system weighs relevance along with advertiser bids when deciding which eligible ads to show.

That gives advertisers another reason to ensure the offer, landing page, and ad message fit the conversations they want to reach.

Ads remain separate from ChatGPT’s answers

OpenAI has kept a clear boundary between paid placements and ChatGPT’s responses.

Ads can appear below a ChatGPT response and are labeled “Sponsored.” OpenAI says advertisers can’t influence, rank, or alter the answers ChatGPT gives users.

The company also says it doesn’t share ChatGPT conversations with advertisers or sell user data to them.

Advertisers receive aggregated performance information rather than access to individual chats, chat histories, memories, names, email addresses, or other personal details.

Ads may appear to eligible users on ChatGPT’s Free and Go plans. ChatGPT Plus, Pro, Business, Enterprise, and Edu accounts don’t receive ads, and OpenAI says it doesn’t show ads to accounts identified as belonging to people under 18.

For advertisers, that means paid placement can create visibility without changing the answer users receive.

Should businesses test ChatGPT Ads?

For some businesses, a controlled test now makes sense.

OpenAI says ChatGPT Ads doesn’t yet have established performance benchmarks across advertisers, industries, or campaign types. Results will depend on factors such as campaign objective, creative, landing page experience, relevance, and campaign setup.

So there isn’t enough evidence to say a ChatGPT click will be cheaper or more profitable than traffic from Google, Meta, LinkedIn, or another established platform.

Businesses don’t need that assumption to run a useful test.

Companies with research-heavy products or services may have the strongest case for testing the channel. Software is an obvious example, along with offers where buyers ask questions, compare alternatives, and gather information before choosing.

OpenAI’s minimum daily budgets make smaller-scale tests possible.

The current minimum is $25 CAD per campaign per day in Canada and $25 USD per campaign per day in the United States. Minimums vary by country.

For CPC campaigns, OpenAI currently recommends starting with a maximum bid of $3 to $5 USD per click.

Businesses can then compare the results against channels they’re already using:

  • Does ChatGPT send qualified visitors?
  • What does customer acquisition cost look like?
  • Which offers fit conversational intent?
  • Do those visitors convert differently from search or social traffic?

Those answers will be more useful than trying to predict whether ChatGPT Ads will eventually rival Google or Meta.

ChatGPT Ads has moved beyond its original pilot

Six months ago, ChatGPT Ads was a U.S. test involving a small group of advertisers.

Today, advertisers in nine countries can access self-serve campaign management, CPM, CPC and conversion-focused objectives, conversion measurement, platform targeting, and agency and ad-tech partners.

It’s still a beta. OpenAI says advertisers should expect its delivery systems, inventory, ad formats, measurement tools, and optimization capabilities to continue changing.

That makes it risky to shift a large advertising budget into ChatGPT before performance data supports it.

But businesses whose customers already use ChatGPT to research options and make buying decisions now have another option: run a controlled test and see if the channel earns a larger share of the budget.
